MoE directs that learners already in school must remain there as reopening is deferred

The Ministry of Education (MoE) has this evening directed that learners who had already reported to school should remain there for safety and security assurances.

In a circular released the evening of May 3, 2024, Education Cabinet Secretary (CS) Ezekiel Machogu has instructed all regional, county and sub-county Directors of Education that the learners should only be allowed to go home if the conditions allow for their safe return.

“In the case of leaners that had already reported to school, the school management shall retain them in school and ensure their safety and security, except only where the conditions allow for the safe return to their homes,” said Machogu in the circular.

Machogu has further instructed the education field officers to ensure full compliance with President William Ruto’s directive during his state-of-the-nation address in the afternoon where he postponed school reopening indefinitely.

He has also maintained his earlier on directive that all BoMs of schools should convene meetings and submit reports to the County Education Board (CEB) not later than May 8, 2024 detailing the status of their respective schools.

After receiving the reports from schools, CEBs have been directed to convene urgent meetings to assess the situation and submit comprehensive reports to the CS not later than May 10, 2024.

The Regional Directors of Education (RDEs) have been instructed to continually provide updates in their respective areas of jurisdiction on the status of learning institutions, in particular on the safe school opening and data of learners not in school.

For schools hosting IDPs who have been displaced from their homes due to floods, Machogu has directed the education field officers working in such areas to liaise with the local National Government Administration Officers (NGAO) to immediately identify alternative accommodation for the affected persons to ensure the facilities are available for normal learning activities.
