Education Ministry to inspect progress of World Bank funded projects in schools

The Ministry of Education (MoE) has announced that it will be doing inspection of the implementation of the Secondary Education Quality Improvement Project (SEQIP) which will come to an end this year in December.

The Principal Secretary for Basic Education Dr Belio Kipsang in a memo addressed to all the County Directors of Education (CDE) and seen by Education News, the Marcan Consulting Ltd which is an Independent Third Party (ITPVA) contracted by the MoE will carry out the verification exercise of the projects which have been funded for the past seven years.

SEQIP is nationally funded by the World Bank for both primary and secondary schools.

In the verification exercise which kicked off in March and supposed to end in September, 2024, Marcan is supposed to access the agreed targets referred to as Disbursement Linked Indicators (DLIs) if they have been achieved.

The targets includes checking if at least, 80 per cent of schools have the 1:1 students textbook ratio, confirm if at least 8, 000 Form Four students are receiving scholarships, as well as checking if at least 17, 000 students from cohort 1 and 2 have completed Form Four.

They will also ensure that the programme is evaluated to inform options for scaling up, at least 7, 500 primary school students in grade 7 and 8 have received school kits. Also, check if 80 per cent of programme beneficiaries are sitting for the KCPE at the end of Grade 8.

Belio also advised the ITPVA to include the overall Eligible Expenditure Programme (EPP) report.

The PS directed the CDEs to communicate the same and advise SEQIP beneficiaries in their area of jurisdiction to accord Marcan cooperation during the exercise by availing the required documents.

The documents should entail the Sub-County Directors of Education from the targeted counties, head teachers of the targeted primary schools, the Principals of the targeted secondary schools and the schools where the Elimu Scholarship beneficiaries are.
