TSC salary review gifts rural Senior Principals handsome house allowance

A recently signed pay deal between the Teachers Service Commission (TSC) and teacher unions will see Senior Principals at Grade D4 who are stationed in rural areas reap big in house allowances.

According to the implementation guidelines for the first phase of the third remuneration cycle for teachers released by the Commission on August 30, 2023, teachers are set to receive a whopping Ksh4,708 increase in house allowances from Ksh16,800 to Ksh21,508.

This implies that teachers received Ksh9,416 in their August salary since the allowances were backdated to July 1, 2023.

Grade D4 teachers in Cluster 4 areas (rural areas) will receive an additional Ksh 3,492 in the second phase of the deal’s implementation which will kick off July 1, 2024.

This implies that their salary will increase from Ksh21,508 they are earning in this first phase to Ksh25,000 in the second phase.

Cumulatively, this category of teachers will receive a total increase of Ksh8,200 in house allowances in the two phases.

“The House Allowance rates for Clusters 1, 2 and 3 have been retained. However, Cluster 4 rates have been reviewed to be implemented in two phases. The first phase has been factored in the August payroll with arrears backdated to July 1, 2023. The Second Phase will be paid on July 1, 2024,” said Dr. Macharia.

TSC has categorized House Allowances into Four Clusters; Cluster 1 consists of Nairobi City; Cluster 2 covers Mombasa, Kisumu and Nakuru Cities, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale Municipalities; Cluster 3 consists of other Former Municipalities and Cluster 4 covers all other areas.

“It is worth noting that 87 per cent of the public teaching service is earning House Allowance under Cluster 4 category. These are teachers stationed mainly in rural areas,” said Dr. Macharia during the signing of the pay agreement at the Kenya School of Government.
