TSC releases details of new teachers’ salaries in Phase 2 of 2021-2025 CBA

The Teachers Service Commission (TSC) has released a circular on the full implementation of the second phase of the 2021-2025 Collective Bargaining Agreement (CBA).

In a memo dated August 29, 2024 signed by the commission CEO Dr Nancy Macharia addressed to all regional, county and sub-county directors, principals of diploma teachers colleges, primary teacher training colleges, and the director of Kenya Institute of Special Education (KISE), the second phase of the reviewed CBA has been implemented with effect from July 1, 2024 for all teachers in service except intern teachers.

“This circular shall apply to all teachers in service as at July 1, 2024 except intern teachers.  This circular is effective from July 1, 2024 to June 30, 2025,” the memo reads in part.

The commission asserted that teachers converting into the new salary scales will retain their current incremental dates. However, it clarified that where the increment date falls on July 1, 2024, teachers will be granted their annual increment on the existing salary scales then convert to the new salary points with effect from the same date.

In the areas covered by the CBA, highest cadre of teachers which consist of Chief Principals at Grade D5 TSC-Scale 15, which used to earn Ksh131,380 on the minimum and Ksh159,534 on the maximum, will get Ksh135,436 on the minimum and Ksh162,539 on the maximum in the second phase of 2024/2025 Financial Year.

On the other hand, the lower cadre teachers which consists of primary teachers II at Grade B5 TSC-Scale 5 whose basic salary increased on the minimum from Ksh21,756 to Ksh22,793 and from Ksh27,195 to Ksh28,491 on the maximum in phase one of FY 2023/2024. Their salaries will now range from Ksh23,830 on the minimum and Ksh29,787 on the maximum in the second phase of 2024/2025 financial year.

On house allowance, TSC has clustered it into three from the previous four after merging cluster 3 and 4.

In this case, the highest teacher in the new cluster 3 will get Ksh50,000 in cluster I; that’s Nairobi City, Ksh35,000 in cluster 2 in regions like Mombasa, Kisumu, Nakuru and Eldoret cities, Nyeri, Thika, Kisii, Malindi, and Kitale municipalities, and those in cluster 3 that consist of all other areas will receive Ksh25,000.

Consequently, the lowest teachers at Grade B5 will get Ksh6,750 in cluster 1, Ksh4,500 in cluster 2, and Ksh3,850 in cluster 3.

However, all other allowances, which consist of hardship, commuter, annual leave, and disability guide, have remained unchanged.
