The Teachers Service Commission (TSC) has forwarded the name of its long serving Director in charge of Administrative Services Ibrahim Mumin to represent the Commission at the Salaries and Remuneration Commission (SRC) as a Commissioner after conducting a competitive recruitment.
Education News has learnt that the TSC has forwarded two names for consideration as SRC commissioners after a rigorous interview. Also in contention is Nyanza TSC Regional Director, Jane Gatakaa Njage who was also shortlisted and submitted to SRC.
The president is set to nominate one out of the two for appointment as commissioner representing the teachers’ employer. But a well-placed source at the TSC hinted to this newspaper that Mumin topped in the interviews and he therefore stood a higher chance of being picked.
Mumin who hails from Mandera County was among the 11 others who were interviewed by TSC on June 20, 2024 at the Commission headquarters in Upper Hill Nairobi, after the position was advertised in March this year seeking to find a suitable person who will represent the Commission in SRC.
They included the immediate former Kenya Secondary School Heads Association (KESSHA) National Chairman Kahi Indimuli who comes from Vihiga.
Kenneth Bundi Marangu from Meru, Ambrose Ageng’a from Homa Bay, Joseph Muthama Ndiku from Machakos, Josia Kinyua Joel from Uasin Gishu, Sammy Chepkwony from Nandi, Miriam J. Kosgei from Uasin Gishu, Prof Thomas Katua Ngui from Machakos, and Dr William Kibet Kiprono from Elgeyo Marakwet Counties.
According to the Commission’s official data, Mumin was employed by the TSC in 1983 and served as a teacher in various schools before appointment as District Education Officer and later District Inspector of Schools.
He joined the secretariat in 1988 and appointed to head of Human Resource Development division and served as the Senior Deputy Director in charge of Administration before rising to the position of a Director in charge of Administration Services.

He holds a Master of Education (M.Ed.) degree in Education Management and Policy Studies from the University of Bristol and a Bachelor of Education from the University of Sterling (UK).
He has also attended various management courses both locally and abroad that include; Strategic Planning and Management at the University of Witwatersrand (South Africa), a Programme on Developing Strategic Skills for Organizational Development (London), an Advanced Training Program in Educational Planning and Management (UNESCO-Paris), Strategic Leadership Development Programme (Kenya Institute of Administration) and Pro-Active Business Excellent models (Eastern and Southern Management Institute) among others.
