The Ministry of Education (MoE) has blocked admissions and transfers of learners in secondary schools next year as adjustments are made for the absence of a form one class.
In a circular dated November 29, 2024, Basic Education Principal Secretary Dr. Belio Kipsang’ has directed all Principals in the country not to declare any vacancies in other classes from Form 2 to 4 considering that there will be no Form 1 admissions next year.
“With non-admission of Form One in the next year 2025, schools should address congestion in both the classrooms and dormitories in a bid to improve learning conditions. In this regard, Principals are directed not to declare any vacancies without approval of the Ministry…any school that may have declared vacancies and conducted interviews are hereby directed to cancel the process, ” said Dr. Kipsang’.

The PS reiterated in the circular that in case of any transfers, it should comply with the requirements of the Basic Education Act 2013 Sections 32 and 34(A) and must be approved by the MoE officials.
For the case of national and extra county schools, approval will be done by Director Secondary Education in the Ministry of Education, while county and sub-county schools will be done by the regional and County Directors of Education respectively.
“Field Officers must promptly report any cases of non-compliance and take appropriate action in line with the Ministry’s policies. The Ministry’s Quality Assurance and Standards team will be conducting periodic inspections to reinforce adherence to the guidelines. Non-compliance will attract administrative and disciplinary measures against the responsible parties, ” added Dr. Kipsang’ in the circular that was copied to Education CS Julius Migos Ogamba, TSC CEO Dr. Nancy Macharia, and MOE Head of Quality Assurance and Standards.
