SNE teachers say TSC has neglected them in 2025-2029 CBA

Special Needs Education (SNE) teachers have lamented that Teachers Service Commission (TSC) has neglected them in the 2025 -2029 Collective Bargaining Agreement (CBA), blaming KUSNET for the oversight.

According to the National Chairman Edwin Juma Gituma, SNE teachers were short changed by TSC in the 2018 career progression implementation which has been operational since November 8, 2018 as a replacement of Scheme of Service (SoS).

In an interview with Education News, Juma said all SNE teachers are wrongly designated as per the 2018 Career progression Guidelines (CPG).

The national chairman said the majority of them have stagnated for more than 10 years in one Job group, especially in C3.

He demanded proper placement as per CPGs, expressing concerns that other teachers through their respective unions have moved on to a new 2025-2029 CBA without sorting out nor considering their plight.

He said they stand to lose a whole seven years of benefits arising from this discrimination under KUSNET current leadership.
