Senator Mumma calls for integration of sports and talent development into CBC

Senator Catherine Mumma has urged the Senate to advocate for the inclusion of sports and talent development within the Competency-Based Curriculum (CBC) and to address the ongoing delays in health insurance payments under the Social Health Insurance Fund (SHIF).

In a statement to the Senate Committee on Education, Mumma emphasized the need for policies that support sports and talent development as part of the CBC framework.

She requested clear provisions regarding infrastructure, including training facilities and qualified coaches, and asked the Kenya Institute of Curriculum Development (KICD) to clarify how sports and creative talents are assessed in schools.

On healthcare matters, Mumma raised concerns about the delays in SHIF payments to public hospitals, questioning why procedures in private facilities are processed more quickly.

She called on the Senate Committee on Health to provide a detailed, county-by-county breakdown of SHIF beneficiaries, funds disbursed, and an evaluation of the system’s efficiency. Additionally, she sought an explanation for the deductions from public servants’ salaries, given that they are still required to make out-of-pocket payments for services.

The senator also questioned the fairness of the referral system, noting the discrepancy where private hospitals can act as both referrers and service providers, while public hospitals are bound by bureaucratic procedures.

She called for strategic reforms to improve efficiency, reduce patient backlogs, and ensure timely, high-quality healthcare for vulnerable citizens.
