Ruto says he will fix the messy funding of the country’s education

President William Ruto receives the performance contract of Education CS Julius Ogamba in State House Nairobi earlier today. The president promised to sort out the mess in education funding in the country.

 President William Ruto has said the government will do all it takes to sort out the messy funding of education and provide clarity.

Speaking in State House today during the signing of performance contracts by Cabinet and principal secretaries (CSs and PSs), the president said for close to 15 to 20 years there has never been clarity on education and its funding in the country.

“We have decided this time round to bite the bullet and sort out funding in education sector and provided clarity on education of our children,” the president said.

His remarks come after catholic bishops under Kenya Conference of Catholic Bishops criticized the government on issues facing the education sector.

They stated that the education sector, particularly the Competency-Based Curriculum (CBC) and higher education funding structures, are not working.

Ruto said every CS will receive a performance report card reflecting their ministry’s achievements at the end of each financial year.

The contracts are aimed at enhancing the efficiency and effectiveness of public service delivery.

“As we sign this performance contract, let us reflect on our commitments and the weight of our responsibilities. I expect each CS to take personal responsibility for what they sign. There is no room for excuses, delays, or failure; accountability must be in all ministries to individual officers,” Ruto stated, noting that the scorecard will carry recognition, rewards and sanctions which will be applied without fail.

“Excellence, integrity and efficiency will be rewarded. Failure, negligence and waste will invite instant corrective action,” Ruto said.

The president said over the years, performance contracting has proven to be a robust accountability framework, ensuring the effective use of public resources to meet the constitutional mandate and citizens’ expectations.

The event was attended by all CSs, PSs and heads of government institutions. It was the second under Ruto’s administration.
