A recent finding by the Ministry of Education (MoE) on the status of boarding primary schools has revealed several gaps, especially on the school safety manual.
In the survey report whose findings were shared today with head teachers who are meeting for their KEPSHA Annual Delegates Conference in Mombasa, there were several gaps in school safety, including infrastructure especially in the boarding section and dormitories, water and sanitation, fire safety and security, and installation of CCTV cameras in the boarding section.
This report comes after President William Ruto ordered a full investigation into compliance status of schools with safety manuals and their level of implementation after a recent deadly Endarasha fire incident.
At the same time, the MoE has maintained its stand that Junior School (JS) will continue to be domiciled in primary school, with Director General Elyas Abdi who chaired a panel discussion between the head teachers and various directors in the ministry stating that the decision won’t change.

Director Primary Education Stephen Barongo warned the head teachers against imposing extra levies without following due process and getting an approval from the Basic Education Principal Secretary, with Director NEMIS Abraham Sang revealing that upto the end of last week, a total of 15.2 million learners had been registered with NEMIS.
He said they’ve integrated the NEMIS system into the KNEC system for those learners with KNEC registration numbers.
The conference enters its second day today.
