Piecemeal release of capitation to schools infuriates KUPPET

The piecemeal release of capitation to schools by the government has infuriated the Kenya Union of Post Primary Education Teachers (KUPPET), with the Kilifi branch wondering when the remaining balance will be released.

Branch Executive Secretary Caleb Mogere said the amount given to schools is just a drop in the ocean that has created financial distress in schools.

He observed that under the operation account, the actual amount per learner in secondary school this term that reached schools was only Ksh3,820 against the ministry’s purported Ksh6,551 as captured in its circular.

For the tuition account, schools only received Ksh663 per student against the ministry’s claim of Ksh1,203.

“Generally, the disbursement as per the circular is 50 percent, as the actual amount sent to schools was 25 percent. Where is the other 25 percent? The government through the Director General or the Chair Education Committee should follow up with the Cabinet Secretary to tell us when the other 25 percent of term one capitation will be sent to schools for smooth operations,” said Mogere.

Regarding the recent harassment of teachers by parents over alleged poor performance in exams, Mogere stated that academic performance is a collective effort of all the stakeholders in the education sector.

According to Mogere, teachers impart knowledge to the learner and it is only one part of the story.

He reiterated that parents, the Board of Management (BoM), the Parents Association (PA) and students should be equally held responsible, maintaining that teachers are professionals and must be respected.

“As a union, we will always follow up to ensure that those parents who either lock offices or frogmatch them (principals) are dealt with by the law. We thank the Teachers Service Commission (TSC) for supporting our call for the transfer of all teachers from the affected schools,” said Mogere.
