Parliament has been asked to amend the NG-CDF Act to allow the 2% NG-CDF fund allocation initially earmarked for sporting activities in constituencies to be channeled to schools to support co-curricular activities.
According to an Educationist in Bondo constituency Mr Thomas Andiwo Obondo sports activities in schools across the country are inadequately funded affecting talent identify which is at the core of CBC model of education.
Andiwo disclosed that initially NG-CDF kitty had an allocation for sports in constituency but the Act was amended at the beginning of the last financial year stopping NG-CDF kitty from funding sports activities in constituencies.
The educationist who was speaking in Bondo where he donated uniforms and soccer balls to 10 primary schools and 10 soccer clubs in the constituency said the sports money should not be diverted to do anything else but be channeled to schools for to support sporting activities.

“I know that 2% of NGCDF kitty was for sports before it was recently changed. I want to ask parliament to consider increasing the allocation to 5% and re channel the money to public primary school in the constituencies to fund sports activities” he said
He observed that primary schools receive capitation for sports activities of between twenty to twenty seven thousand shillings annually which can hardly buy uniforms or sporting equipment in schools.
“One of the key roles of CBC model is sports talent identification which cannot be realized because of underfunding and the government must be creative enough to increase co-curricular allocation by re-channeling money from the NGCDF kitty to schools.” Andiwo stated.
Sinapanga comprehensive school head teacher Lydia Atemi, one of the beneficiaries of the donations from Thomas Andiwo foundation, echoed the educationist sentiments saying sports activities in primary school are inadequately funded.
Atemi said that the government needs to re-look at its policy on sports capitation saying the success of CBC model of education lies on allocation of adequate resources that would enable talent identification both in and outside the classroom.
She observed that most schools in the area lacked basic sporting amenities even when the NGCDF sports kitty existed adding that it is high time the government consider channeling the funds directly to school accounts for better management.
A total of ten primary schools and ten soccer teams from Bondo constituency received sports equipment donations worth shs 25,000 each from Thomas Andiwo foundation.
