Education Cabinet Secretary Julius Ogamba has assured students preparing to join higher learning institutions in September that a revised funding model will be ready by then.
CS Ogamba explained that the task force assigned to review the funding model introduced in 2023 is nearing completion of its report. Speaking in Eldoret, Uasin Gishu, on Thursday, Ogamba mentioned that the report will include recommendations to improve fairness in higher education funding.
“The Presidential taskforce has done an excellent job of addressing concerns raised by Kenyans… the outcome will be a model that effectively meets its purpose,” Ogamba said.
He added that the task force is finalizing the report, after which its recommendations and solutions to previous funding model issues will be reviewed. By September, the new cohort of students will benefit from this improved model, which aims to resolve previous challenges.

Furthermore, the report will address concerns highlighted in a petition leading to the Nairobi High Court annulling the earlier funding model.
Ogamba also assured students that the government will release Ksh.14 billion in capitation funds next week to support public institutions.
He reassured parents that students would not be sent home due to unpaid fees. School heads have been instructed to allow learners to continue their studies without disruption until the funds are disbursed.
“We had mentioned that part of the capitation was released, but there’s a Ksh.14 billion shortfall. The ministry is working with the Treasury to ensure this amount is disbursed soon, hopefully by next week,” he said.
“We are committed to ensuring timely capitation in the future so that both teachers and students are not affected. We’ve advised headteachers not to send students home, as fees are covered by government capitation, not directly by parents,” Ogamba emphasized.
