MoE issues guidelines on utilization of FPE funds for Term 1

The Ministry of Education (MoE) has released guidelines on how Headteachers in Public Primary Schools will utilize the recently disbursed Free Primary Education (FPE) funds for the first term.

In the Circular issued by Basic Education Principal Secretary (PS) Dr. Belio Kipsang dated January 15, 2024, the Ministry disbursed a total of Ksh620 per learner in both accounts with the First (Simba) Account having Ksh295.50 while the Second (General Purpose) Account with Ksh324.50.

In the Circular addressed to all Regional, County and Sub County Directors of Education, the PS instructed the Headteachers to strictly utilize the funds and acknowledge the receipts of the funds on the National Education Management Information System (NEMIS) platform.

The Sub County Directors of Education (SCDEs) have further been directed by Dr. Kipsang to regularly monitor the utilization of the funds to ensure strict adherence to the Ministry’s guidelines.

“County Directors of Education should ensure that this information is availed to all public primary schools’ head teachers in their jurisdiction immediately to enable them to utilize the funds as outlined above. Upon receipt of the funds, the schools should immediately acknowledge receipt on the NEMIS platform,” said Dr. Kipsang in the Circular, which was also copied to Education Cabinet Secretary (CS) Ezekiel Machogu.

In the Simba Account, textbooks and supplementary readers have been allocated Ksh39.70, textbooks maintenance at Ksh11, exercise books with an allocation of Ksh153.50, teachers’ guides and reference materials, and stationery with an allocation of Ksh54.80 and Ksh36.50 respectively per child.

For the General Purpose Account (GPA) with a grand allocation of Ksh324.50 per learner, the Headteachers have been instructed to break it down as follows: Support Staff Wages (SSW) Ksh 96.40; renovation of classrooms, buildings of toilets, Repairs Maintenance and Improvement (RMI) of Physical Facilities Ksh51.70; and Activity at Ksh17.90.

Local transport and travelling (LT&T) has been allocated Ksh17.20, Electricity Water and Conservancy (EWC) Ksh31; Telephone, Box Rental and Postage Ksh3.50, Environment and  Sanitation Ksh27.60, Capacity Building and Meetings (BOM) Ksh 41.30, Contingencies Ksh6.90, Science and Applied Technology Ksh6.90,  ICT Infrastructure Materials Ksh 6.90, and Assessment and Examinations has received Ksh17.20.

However, the headteachers have been advised that future disbursements will be done using data from NEMIS and thus they should ensure that they regularly update their enrollment, instructing them to display the capitation receipts on school notice boards.

“All Head teachers shall ensure that information on receipt of capitation grant is displayed on the school notice boards and the budget tabled and discussed in Board of Management (BOM) meetings before any expenditure,” said Dr. Kipsang’.

Early this term, the Government released a total of Ksh31.34 billion to Primary, Junior and Secondary Schools with FPE having a total allocation of Ksh4.74 billion while Capitation for Junior Schools being Ksh7.60 billion.
