Registration for learners eligible to sit the 2025 Kenya Junior School Education Assessment (KJSEA) and Kenya Pre-vocational Level Education Assessment (KPLEA) commenced last Monday and runs up to March 28, 2025.
Assessment centres must download and read the User Manual from cbasa.knec.ac.ke for detailed instructions.
According to a statement by the Kenya National Examinations Council (KNEC) Heads of Institutions are expected to register their Grade 9 learners for KJSEA, ensuring adherence to all instructions.
“All learners in Grade 9 must be registered afresh for the assessment through the KJSEA Registration portal (cbasa.knec.ac.ke), which will be accessible from March 3-28, 2025. Learners in Grade 9 will not be automatically uploaded onto the KJSEA portal,” the statement reads in part.
Eligible learners presented for KJSEA must exist in the Grade 9 database, have a KPSEA Performance Report, and have SBA scores for Grades 7 and 8 in all the Learning Areas.
The Council warns that registration of ghost candidates constitutes assessment malpractice, which attracts sanctions, including de-registration of the school as a KNEC assessment centre.
HoI are advised to ensure the accuracy of all registration data for learners, including correct spelling and order of names as documented in their Birth Certificates, gender, year of birth, citizenship, religious education options, and category of special needs and disabilities (if applicable).
Special needs categories include B for visually impaired candidates requiring Braille, LV for those needing Large Print papers, HI for candidates with hearing impairments, and PH for candidates with physical impairments.
Any requests for transfers at Grade 9 must be made online to avoid double registration of candidates. Candidates will not be transferred after the registration portal closes on April 4, 2025.

HoI must confirm from their school portals that the School-Based Assessment (SBA) scores for Grades 7 and 8 are uploaded for all candidates registered for KJSEA.
The teachers handling the learners should guide their identification of those to be registered for KPLEA after confirming their readiness for the assessment. Institutions will register learners through the KPLEA Registration portal (cbasa.knec.ac.ke).
Centre Managers with learners who are non-citizens should note that the Government of Kenya, through the Ministry of Education (MoE), will pay assessment fees for all learners in public and private schools except for non-citizen learners. The assessment fee for non-citizen learners wishing to register for KJSEA or KPLEA is Kes. 4,500.00. This fee should be paid through the e-citizen platform.
Heads of Institutions wishing to present candidates for the 2025 KJSEA/KPLEA are informed that schools with fewer than five candidates will not be allowed to register candidates as independent assessment centres. Such schools are advised to liaise with their respective Sub-County Directors of Education (SCDEs) to identify an approved KNEC Assessment centre with more than five candidates for registration. Assessment centres with fewer than thirty candidates will be hosted at centres identified by SCDEs in line with KNEC guidelines. KNEC reserves the right to deregister and/or relocate assessment centres and their candidates if necessary, as outlined in the KNEC Rules and Regulations (2015).
Validation process
KNEC is inspecting new institutions that have applied to be registered as KNEC Assessment centres for the 2025 KJSEA. Once the validation process is complete, feedback on the acceptance or non-acceptance of these requests will be communicated in writing through the SCDEs
New Assessment Centres seeking inspection by KNEC must submit the required documents, including a certified copy of a valid Registration Certificate from the County Director of Education, an inspection questionnaire from the SCDE’s office, and a bank deposit slip as evidence of payment for the Assessment Centre Registration fees.
The inspection of new Assessment Centres will conclude by February 21, 2025. Centres not inspected by this date must liaise with their respective SCDEs to identify approved centres to host their candidates.
Newly created sub-counties requesting coding for their sub-counties and re-coding of assessment centres must submit relevant documents to KNEC, including a copy of the Kenya Gazette notice legalizing the creation of the sub-county, a list of schools within the new sub-county and details of their Distribution Centres.
All SCDEs and Heads of Institutions must log into the cbasa portal (cbasa.knec.ac.ke) using their usernames and passwords. They are responsible for the use and security of these passwords. It is important to note that passwords are confidential and intended only for the designated user. Heads of Institutions must secure passwords to prevent unauthorized access to school data.
Registration platform
If a password is lost or forgotten, Heads of Institutions should contact KNEC (js@knec.ac.ke) or the SCDE for assistance. Once approved, new assessment centres will access the registration platform using their Centre Code as the Username and password. They will then be prompted to change the password to one of their choosing.
Centre Managers must confirm with their SCDEs the collection centres where they will be served during the assessment’s field administration. Heads of Institutions will be informed when to present their registration documents to the respective SCDEs.
In line with the Data Protection Act of 2019, Centre Managers are requested to ensure that parents/ or guardians of KJSEA/KPLEA candidates consent to the collection of their personal data.
The data collected will only be used to conduct the assessment, and KNEC will adhere to all regulations regarding data protection. Candidates will sign the nominal rolls and other accountability documents after confirming the accuracy of their data.
The KJSEA Registration portal will close on March 28, 2025, and there will be no provision for late registration once it is closed. All relevant stakeholders, including parents and candidates, must adhere to the set deadlines.
