KEPSHA asks MPs to raise capitation to primary schools

The National Assembly has been asked to ensure that capitation to primary schools is increased to save them from the struggles they go through as they try to meet the needs of the Kenyan learners, particularly those under the new CBC curriculum.

Nyanza regional Kenya Primary Schools Heads Association (KEPSHA) Chair Elly Ondiek pleaded with Parliament to consider increasing the resources to primary schools since the formula used in capitation has not been revised yet the learner numbers have increased immensely.

Speaking during 20th edition of the KEPSHA regional conference in Siaya County hosted at the Siaya Institute of Technology, the chairman regretted that the capitation money is still pegged on the 8-4-4 curriculum implementation while the demand for CBC is very high.

“The presidential working party made recommendations regarding the facilitation of the CBC curriculum. We plead with the MPs to support us so that the recommendations on CBC capitation are implemented,” he stated.

Ondiek, while appreciating the government for domiciling Junior Secondary School (JSS) in primary school, also called for the timely release of capitation to JSS to enable them effectively attend to the learners.

“The truth is we get the monies from the government very late. We got half of the capitation just when we were closing for the first term (holidays). Our plea is that schools ought to be given this money two weeks to opening or even the week of opening. When we have so many unpaid debts, we find ourselves in problems with our suppliers and employees,” Ondiek regretted.

He noted that schools lack proper laboratories and has therefore appreciated SEPU for coming up with model mobile laboratories with all the requisite equipment.

“We pray that our MPs consider procuring these laboratories for all our schools as a matter of priority as we nurture the learners for the STEM subjects at the foundational level,” he said.
