KEMI rolls out nationwide training in financial management for heads of Junior and Senior schools

Speaking to Education News in his office, a couple of days ago, the Institute’s Chief Executive Officer, Dr. Maurice Odondo said the bottom line is to equip the heads of education institutions with the desired competencies to prudently manage institutional resources with the objective of improving learning outcomes in schools.

He revealed that the programme was rolled out in response to government financial management policy which emphasizes on a shift from cash basis reporting to accrual accounting procedures as guided by the International Public Sector Accounting Standards (IPSAS).

Dr. Odondo said the programme’s delivery encompasses a practicum approach in which the school leaders skillfully interact with the financial documents and records for ease of application in their day –to –day financial management practices.

“It must be noted that the heads of Junior schools and principals of Senior schools are accounting officers yet most of them have no financial management background. These school managers were appointed because they excelled in specific areas of the curriculum, having been appointed then means they are to handle resources in the schools which most of them have no training in. This course will come in handy for these officers who are charged with the responsibility of managing resources in our schools” he explained.

Dr. Odondo revealed that the Institute is utilizing a multi-agency approach by engaging its own officers, together with others from the MoE, Teachers Service Commission (TSC) and Public Sector Accounting Standards Board in realizing this goal. He said the heads of institutions will be certified upon completion of the training programme.

The KEMI head confirmed that the programme was ongoing countrywide at sub-county level with Kakamega and Nyandarua becoming the first counties to be trained followed by Machakos, Baringo, Migori, Narok and Uasin Gishu counties.

Training in Machakos County for example took place simultaneously at sub county level in six different venues. Heads of Junior and principals of Senior schools in Machakos, Kalama and Athi River sub counties converged at Machakos Academy while those from Kangundo and Kathiani met at Kangundo DEB Primary School. Matuu HGM, Masinga Boys and Makutano Boarding School hosted heads and principals from Yatta, Masinga and Mwala respectively, while those from Matungulu sub county underwent their training at Tala Girls.
