Basic Education Principal Secretary (PS) Dr. Belio Kipsang’ has said the government has allocated Ksh500 million to set up a factory to manufacture assistive devices for learners with special needs.
Speaking during the Kenya Institute of Special Education (KISE) Expo on Specialised Learning Assistive Materials and Technology on Thursday, Dr. Kipsang’ said that the allocation was part of measures that will ensure affordability of the devices for every learner.
Dr. Kipsang’ pointed out that the government will transfer the procurement role of the devices from the Ministry to KISE and also allocate half of the funds meant for special schools to the institution to manage procurement for the time being.
“The procurement mandate will now be under the CEO of KISE since the institution has expertise on what equipment is required,” he said.
He said that the government will also set up KISE branches around the country to assist in the early identification of children with special needs.
The PS said that the anticipated outcome of the expo is improved production, distribution and maintenance of specialized resources ensuring they are not only available but also sustainable.
KISE Director Norman Kiogora said the expo is meant to create awareness on various assistive technologies in enhancing inclusion of persons with disability.
The institution Council chairperson Habat Sheikh Abdi said the expo marks a great step to ensuring accessibility and affordability of assistive devices in the country.
The expo, which kicked off on Thursday will end today.
