Education Cabinet Secretary (CS) Ezekiel Machogu has asked the legislature to intervene on the capitation matter to expedite its full release and on time by the National Treasury.
Machogu, speaking when he appeared before the National Assembly’s Education committee, said despite writing numerous letters to Treasury seeking to have the school funds to be released on time, the exchequer is always late hence the current financial crisis facing schools.
The CS was responding to the queries from the law makers on the lateness in the disbursement of capitation funds and fund inadequacy, saying the exchequer has derailed the ministry’s activities by failing to cooperate whenever called upon.
Machogu complained about the delegation of duty which tends to conjoin both the ministry and the TSC on capitation, saying that this has created confusion and conflicts between the two.
“The exchequer, where the ministry gets the money and where Teachers Service Commission gets its money is the same. And sometimes when you give the same function and responsibility to two different individuals it does not only amount to duplication but conflict,” Machogu said.
The committee challenged the CS to prepare a memo upon which the lawmakers will act accordingly.
