Members of the National Assembly Education Committee recently met to review a report on the Vocational Training Bill, 2022.
This Bill aims to establish a framework for the administration of Tertiary Vocational Education and Training (TVET) within counties.
Key provisions of the Bill include defining the roles of national and county governments in implementing vocational education and requiring county governments to provide facilities and infrastructure for trainees with special needs.

During discussions, Committee members expressed dissatisfaction with the current state of village polytechnics and vocational training centers.
They noted that counties already struggle to fund early childhood development (ECD) centers and may not have the capacity to handle TVET programmes effectively.
The Committee members urged the sponsor of the Bill to reconsider its provisions and clarify the roles of national and county governments regarding village polytechnics, vocational training centers, and TVET institutions.
This discussion comes at a time when counties are facing legal challenges regarding their authority to offer bursaries to institutions outside their mandate.
On February 3, 2025, a court issued a temporary conservatory order restricting county governments to funding only pre-primary education, village polytechnics, homecraft centers, and children’s facilities.
