The Bungoma County Government Department of Education and Vocational Training Centres (VTCs) is set to receive Ksh1,587,328,260 in the Financial Year 2023/2024 Budget.
According to a report tabled before the County assembly and passed by Members of the 45 wards in Bungoma, a capitation of Ksh1,282,708,260 will go towards Recurrent Expenditures while Ksh304,620,000 is for Development Expenditures, VTC tuition capitation is at Ksh19,000 meant to fund all 89 VTC centers across the county based on the number of trainees.
Bursary allocation stands at Ksh135 million translating to Ksh3 million per ward, Scholarships will get an allocation of Ksh140 million and Ksh94,620,000 will construct ECDE classrooms and pit latrines in 26 wards.
The County Annual Budget Estimate is Ksh14,032,209,500. The main source is the equitable share from the National Government at 79.19% – Ksh11,111, 983,608. Local revenue will contribute Ksh918,701,471 which is 6.55% and Appropriation in Aid (AIA) will provide Ksh1,124,665,392 which is 8.01%; and grants and development partners will plug in the deficit.
The motion was debated in the morning and part of the afternoon session by members who raised issues concerning allocations in the budget. Whereafter the Bill was read for a second time and it was adopted without amendments before commencement of Committee of the Whole House chaired by Deputy Speaker Stephen Wamalwa.
Thereafter, The Bungoma County Annual Appropriation Bill, 2023 was taken for a third reading and is now waiting to be forwarded to Governor Ken Lusaka for assent.
