Most teachers have shied away from being deployed to Junior Secondary School (JSS) because they normally fall on the losing side especially during promotions.
Those who have been interviewed on condition of anonymity have cited frustrations and regrets because in spite of having worked as head teachers and even deputies, the system adjusted their titles to Teacher 3 and Teacher 4, and as such, once they key in their details to allow for upward mobility, despite having attained the requisite years, the system rejects their application.
Head teachers and deputies who were not lured into JSS have since advanced to higher job groups while those who accepted the offer have been on the losing end.
Consider this situation: What would you call a school whose head teacher got promoted to Teacher 3 and the deputy Teacher 4? In a nutshell, it’s a school without administrators since in JSS titles of deputy and head teacher at lower levels are non-existent.
TSC should seriously think about this and devise modalities through which the teachers who were past the stipulated guidelines can be rewarded accordingly.
During the just concluded KEPSHA conference, TSC CEO Nancy Macharia, while answering questions about confirmation of JSS heads and deputies, affirmed that the concerns would be addressed once the new CBA is approved between the teacher unions and the government.
On his side, the Cabinet Secretary (CS) for education Julius Ogamba confirmed that teachers working in JSS have heavy workloads and encouraged them to work hard as the government looks into their concerns.
Recently, the TSC announced 5,690 administrative positions for teachers who fall under C3, C4, C5, D1 and D3.
It’s assumed that only school administrators can rise up higher but not regular classroom teachers who have been stagnating ever since the introduction of the Collective Bargaining Agreement (CBA), which classroom teachers see as an effort to stifle their rights.
The only beneficiaries of JSS deployment were P1 degree holders who moved from C1 to C2 with a salary of between 34,955 to 43,694, rising from scale 6 to 7 and adopting the title JSS Teacher 2.
Those in C3, who automatically got promoted to the scale after being in C2 for three years, got the title JSS Teacher 3, as those in C4 got the title JSS Teacher 4, and C5 JSS Teacher 5.

Most P1 teachers are completely demotivated by stagnation while some of the most qualified have turned a deaf ear to any JSS advert after pondering why they should do extra assignments on the same pay.
